New Delhi: Pulling up power trading licensees for their failure to furnish requisite information on their websites, the Central Electricity Regulatory Commission (CERC) has asked them to update past data on their websites before November 30 or face penalty. “The Commission has been apprised of the non-compliance of regulations by some of the trading licensees as indicated in the Annexure… Further, the concerned trading licensees are directed to upload the past data in the prescribed formats (month-wise till October 2023) on their respective websites before 30th November 2023 and correct the discrepancies in the available data as indicated in the annexure, under intimation to the undersigned at secy@cercind.gov.inand cc to marketmon@cercind.gov.in,” said the CERC in an order dated November 20.
The CERC said that it expects the trading licensees to comply with all the provisions of the extant regulations both in letter and spirit and directed all the concerned trading licensees to upload the information on their website in a timebound manner in the future as stipulated in the regulations, failing which they will be liable for penal action as per the relevant provisions of the regulations.
“As the number of trading licensees has increased significantly in the recent past with the introduction of Trading Licence Regulations 2020, a comprehensive review of the status of the updation of the monthly information on the website of the trading licensees has been undertaken. Based on the recent review, it has been observed that some of the trading licensees are not updating information on their website on a regular basis, whereas in some cases either the website is not working or no data/download option is available. Besides, some discrepancies have also been observed in the available data,” said the CERC in the order while listing 52 trading licensees and the status of compliance on their part.
“Moreover, in the interest of market participants, it is suggested that the trading licensees should strive towards building the necessary technological capabilities to provide data through API to the Commission and other market participants on a regular basis,” said the CERC.
Under Regulation 11 of CERC Trading Licence Regulations, 2020, trading licensees are mandated to furnish information on inter-state trading, intra-state trading, trading through power exchanges, banking of electricity, short-term, long-term trading and Cross Border Trade of Electricity and Over the Counter (OTC) contracts. The information is to be posted on the website of the Trading Licensee by the 15th of the succeeding month after sharing the report with the CERC. The report also needs to be available on the website for not less than five years.
