New Delhi: State-run Power Finance Corporation (PFC) has invited bids for the procurement and supply of 4,500 MW of electricity for five years on Finance, Own and Operate (FOO) basis to five states under the demand pooling scheme. This is the second bid invited by PFC under the scheme since its launch last year. The non-banking finance company in the power sector has been authorised by the Ministry of Power to aggregate demand for power from states and conduct bidding for the supply of power on FOO basis.

“The Authorised Representative/Utilities has decided to procure electricity from a power generating station that would dedicate a contracted capacity of 4,500 MW for production of electricity and supply thereof for a period of 5 (five) years (the “Project”) through Public Private Partnership (the “PPP”) on Finance, Own and Operate (the “FOO”) basis…,” said the bidding document.

Last date for submission of bids is June 15: PFC

The last date for bidders to seek clarification is May 25 and the last date for the submission of the bid is June 15 at or before 15:00 pm on DEEP Portal. Response to the invitation will be opened on the same day at 15:30 pm on DEEP Portal, said PFC. “The scope of work will broadly include operation and maintenance of the Power Station and supply of electricity, in accordance with the terms of the PPA,” said the document. Gencos can bid for a minimum of 100 MW.

The supply of power must commence from September 1 this year.

Gujarat, Maharashtra seek 1,000 MW each, TN seeks 1,500 MW power

Under the pooling mechanism, Gujarat Urja Vikas Nigam Ltd (GUVNL) and Maharashtra State Electricity Distribution Company Ltd (MSEDCL) have sought 1,000 MW each, Madhya Pradesh Power Management Company Ltd has sought 660 MW, New Delhi Municipal Corporation has sought 250 MW, Tamil Nadu Generation and Distribution Corporation Ltd has sought the highest quantum of power at 1,500 MW and Haryana Power Purchase Committee has sought 500 MW.

Coal supply

Under the scheme, based on the quantum and period of power to be procured, PFC has also worked out the quantity of domestic coal required on the basis of CEA norms — 24 MTPA. The coal supply will be provided by Mahanadi Coalfields Ltd from its Talcher field and Ib field.
